They are also tied on a biological level because of the time they were born. When HYDRA enhanced both of them, they biologically tied their time clocks. If one of them stops aging (through cryo-freeze, being Thanos Snapped, dying, etc.) the other also stops aging, ensuring they are exactly three years apart.

In my universe, if two siblings are born exactly a certain number of years apart (the number doesn’t matter), then the universe will ensure the time the second child is born will line up exactly.
